They gave you a region locked game. Contact the gifter, and inform them that they need to give a non region locked copy of the game, and if they don't, mark it not received in a week and report the giveaway.

Before someone else tells you to do something stupid, let me tell you a few things.

1. You're not allowed to use a VPN to connect to or work around region locks on Steam. The Steam TOS forbids it, and doing so can net you a full account ban. So please, ignore anyone advising you to do this.
2. Region locks have multiple ways of working. Some of them restrict a game from being activated in certain countries, some only allow activation from certain countries. Some only allow a game to be activated in certain countries, and also only run in them. So, even if you'd use a VPN to activate the game, you still might very well end up with a game you can't play.
3. The rules of Steamgifts forbid gifting region locked games, so the gifter wasn't even supposed to send you this copy, and you should not accept it. The site rules are linked at the bottom-right of every page, under "F.A.Q." Please take the time to read them, and also ask / instruct your gifter to do the same.
