If you want to limit you entries to people with good ratios (whatever "good" is for you), you will have to use SGTools. Mention in your description that it is a SGT protected giveaway. You need to create a private giveaway on Steamgifts and use the link to that private giveaway on SGTools.
If you want only users of a certain SG level, just set the level when creating the giveaway as you have done here.
You can also look for a group that meets your personal taste of "good contribution level" and share your giveaway for that group.
You can add people who meet your requirements to your whitelist and create whitelist only giveaways.

Hello, I think I saw a giveaway on SGTools or some other third-party website that allowed for setting requirements.
I recently got a winner that had a huge amount of wins but very low amounts of contributions. (I'm talking about like a hundred times that?)
I'd like to make it so people can't participate in my giveaway unless their contribution levels are a bit more sensible.
Is this possible? How would I make sure the people in my giveaway are aware of this? How would I go about doing this?
