Cities XL, but only until you build a big city, after that it's unplayable due to lags.

Nothing to believe in, even with super computer it would lag, the problem is AFAIK is that the game can't use more than 1 core.

It's not exactly city building, but there's an old Monopoly Tycoon game that was very very fun, I got it about 10 years ago from a cereal box, you pretty much purchase different slots in the city, and build different kind of buildings and upgrades for existing buildings (all while other computer opponents are doing the same) and you try to beat them that way (hopefully I'm remembering this game right lol) but yea, it has a bit of the aspect of you're looking for, and my entire family enjoys it very much, so maybe look into it

I admit the graphics is not always pleasant but you get used to it. DF is really advanced in the city-building genre and it's free :)
Edit:
If you can't stand DF then try Prison Architect. It's not an entire city but it'll do I think.
You also have Gnomoria. It's a bit downgraded but it got better graphics if DF doesn't work for you.

On the plus side, Gnomoria has a "Peaceful" difficulty where you just build and never get attacked. I don't think DF has this feature (Unless it's been added since last time I threw my life away...).
Prison Architect is also awesome, but, is Alpha and has lots of issues - so something you should try later or you'll find yourself very frustrated when things don't work like they're supposed to...

DF also has some graphic packs i recommend the lazy noob-pack launcher, if your uber lazy you can even dl it from desura (http://www.desura.com/games/dwarf-fortress) with the noob-pack you can turn off AI attacks so its all building/starving

In a completely different style than Caesar III, but really fun, you should try Constructor. (And it's on sale right now on GOG :p)

Yeah, exactly! I played Mob Rule only once (the entire campaign), there isn't a "free game" mode as in Constructor...
As Zebulan said, the game isn't entirely a sandbox, and you have some "missions" to realize from time to time if you want to continue the game.

Hehe, I started to play it when I was like 10 too... The first games were so difficult, with all the requests of the tenants! XD And then, game after game, I finally finished it once, and again, and whith money cheat, and without, and again, trying to build all the luxury houses, or trying to only "sink" all the opponents houses, ... :-D
Definitely one of the best games of my childhood!
And don't forget the introduction movies! :-D

Heya,
I was wondering if you could suggest me some good city building games,
I am looking something like Caesar III (without war and not that hard (Caesar III is hard because of the game programming, not the mechanism/logic of the game)), just to enjoy the time.
I also know about SimCity, Anno and Tropico series, so I'd appreciate if you could share your suggestions except these.
Also they don't have to be on Steam, so any suggestion would be great!
