A good list, but nothing like what I wanted. I know most of the games on that list, and none of them have either of the main things that I'm looking for. The leveling system and the combat. I'm not looking for other fantasy RPGs, heaven knows I have plenty of those. I'm looking for RPGs with specific systems in place.

Yeah, Tales is definitely more action-based than Quest 64. I really enjoyed the chance to plan out my action, then be able to move when it counts. With Tales games there's really no planning section. I do absolutely love the Tales series though, so I think we're on the right track.

Haven't played Quest 64 myself, but from the combat you describe, that sounds similar to Legend of Heroes: Trails in the Sky and the Arc the Lad series. Both are turn based and you move within a circle based on the character's movement speed and can indeed avoid enemy attacks with some smart movement choices.
Don't know of anything with a similar leveling system though. I know of some where you gain a level and devote points to particular stats, that's common enough. But not an element like that.

The first line of the wikipedia entry on combat for Legend of Heroes: Trails in the Sky is "Combat is held in a separate screen with square tiles"...so...maybe you're thinking of a different game? Either way, I'll probably try to find a PC download for first chapter. Arc the Lad seems good.

The overall pattern to the squares is circular, but later games may well have made it smoother in appearance. The main thing is that there is movement and you can dodge away from enemy magic with skillful maneuvering. Here is a video for the first boss battle if that helps. Tried to get something that would show it without being potentially spoilery too. Also should probably mention there isn't an English PC version, yet.
But having played both, Trails and Arc the Lad have similar battle systems. It's actually one of my favorite types so if Quest 64 is similar, I may be checking that out now.

It was, and to this day still is one of my favorite RPGs ever. I loved both the leveling and the combat system, they completely made up for the fact that the story may as well have been pulled from a topic grab-bag and ad-libbed by a second rate author and the graphics were mediocre at best. That said, the leveling type and combat system are gonna be what we're looking for here. Line break before I explain what they are for people who didn't play it.
The leveling was pretty simple, but had real charm of the unknown to it. Your character was a mage and you had 4 elements at your command. Each time you found a wisp (auto-level) or leveled, you would be able to allocate a point to an element. You unlocked spells at various points, and iirc there were element combination spells. On to the combat...after a line break, YEAH! (line break sounds really cool, it sounds like I'm actually attacking the line and winning)
The combat was turn based, where you could move anywhere within your circle of movement. The catch here was that your turn started the moment the enemy threw their spell, and vice versa. If you knew the way an enemy's spell was going to cast, you could fairly easily walk out of the way once your turn began.
So now that you know the awesome parts of one of my favorite games, I'd like to know if you know of any games that have them. One, or the other, or preferably both would be nice.
