You have to own a truck in the game. When you start playing, you are doing just driving services. Then you collect some money and you can buy your first truck. At this moment, you can start to participate in the event with World of Truck jobs.

You must own a truck for all "foreign contracts" afaik. But you can simply borrow the money from the bank, buy your first truck and repay them.

I'm not sure but some officials claimed that you don't need the map expansion to participate, so you could just try and see yourself.
Edit: But if you can afford it, go for it. The Italy expansion is beautiful.
