I am browsing SteamDB, and I think only the following currencies (and therefore countries where those currencies are used) do not have region locks:

  • Norwegian Krone
  • Canadian Dollar
  • New Zealand Dollar
  • Japanese Yen
  • British Pound
  • U.S. Dollar
  • Euro
  • Swiss Franc

Are there more?

The EU used to be split into 3 regions EU1, 2 & 3. Steam had different pricing structures for each region and only EU1 was RoW. Now this has been repealed and EU is one region, All RoW.

Gifts bought anywhere in North America, Europe (excluding Russia and the CIS), Australasia and Japan are all RoW.

That's true, however prices still differ pretty much a lot inside any of these large regions.

I'm pretty sure EU2 was ROW all along; there are games with region locks that come from EU2 countries, but only keys, and OP was asking about the Steam store.

Theoretically, it should be ROW in Central Africa as well, since only South Africa and parts of Northern Africa were locked down. (It is another question of how much of Steam's user base actually lives there.)

In theory...all games which do not have a specified region lock or have an extra version for their market are row.
The currency which is used in that does not matter, as for example a game in the eu can still have a region lock for one country in the eu (as the publisher might only sell low violence versions there...like it happens with a few games in germany), while the rest of it does gets the uncensored "row" version.

Nowadays, stores are region locked, not games. So, for example, it you buy any game in Russian store, it will have a region lock.

Yeah...but it would still be the row version which they can be buying there...
And as said, there can be single games which are locked for a country......but that has nothing to do with the region lock to prevent people to buy the games for 90% less of the price as in their store

They are not row. If you buy from the RU steam store, only those in RU+CiS will be able to activate it + play it since it also comes with a run lock.

I think so but I'm not sure. My friend who lives in the UK came to Iraq and it seems that his games are a little cheaper than mine.

Yes, Iraqi Steam store uses USD pricing and it's the same as USA.

No, RU+CIS is also region locked, as well as SE Asia and some other places I guess (China, Hong Kong, India, etc.).

Seems you have most of the Row regions up there. The ME is a ? since I know some have regional stores while others don't and it isn't clear wherr they fall :/.

CIS outside Russia uses USD as currency but, as you know, still has region lock.
