Have you checked the launch options? Right-click on CSGO in your steam library, open up Properties and under Launch Options see if there is anything new. If you have never put anything here delete all the text you see.
Also depending on your PC he may have just bumped up the graphics. If you're on a toaster try setting all the graphics options to medium. I don't know how much you know about performance, so I hope this helps.

i did ask him he said he only changed the settings and i already uninstalled the game twice and it didnt work

A couple days ago my friend came over and changed a few of my CS:GO settings and it dropped the frame-rate to 5 while in game so I changed everything back to what it was before but the frame-rate is still 5. I even put everything to the lowest and its still 5. Any help on fixing this will be greatly appreciated.
