Thank you. I don't have a credit card to test it myself.
I was planning on buying the Beat The Average pack since the beginning so it wouldn't affect my wallet, but I still feel like they are breaking their rules.

No, it doesn't. I bought it for $0.01 (and got some soundtracks), then added $0.99 to get the key.

EDIT: Though I did do this ~7 hours ago, so it may have changed. >_>

And now when I check back it mentions that I need to pay $1 for steam keys and wants me to input a captcha since it "appears I have no heart" and to cut down on "costly abuse". Never saw that before, probably because I always BTA.

They always had that captcha. I think there was also a cartoon saying "poor programmer will code for food" or something like that
