Not necessarily. Although it is considered rare, but Europe and North America can have region-locked keys which cannot be activated anywhere else. And Norway actually is a store region, they even have their own prices (it even used to be the cheapest ROW one along with Japan, before the Kiwis took over).

depend on what game, normally, it will like HA66 say above, ROW,( rest of the world) but i hear there is some particular game that have region lock for north america country

It should be Row 99% of the time. However, there are a small few (Deep Silver mostly) that do lock to a particular Row region (such as NA only). You should be fine though.

hola, como yo también soy de argentina te explico, si tienes un juego sin región lock significa que es ROW abreviatura "rest of world" para todo el mundo le funciona key o gift seleccionas "none" y con región depende que bloqueo de diferente región, si es de latina América seleccionas "south latin american" así de fácil. y es una mierda el bloqueo que tenemos si compramos igual que estados unidos me refiero de los mismos precios de ahí que aca te bloquea. un saludo

deja un aviso en la descripción del "giveaway" que no se activa en Alemania, que pasa lo mismo con el wolfestein: la nueva orden, si es row funciona bien en latino América sin problemas, si creas un giveaway solo para latino América participan los latinos menos el resto, ¿entendió?

Welcome to G2A, where what you read and what you get may (and a bit too often are) not even remotely be the same.
If the key is for a Deep Silver (and, in some cases, a Capcom) game, then it is indeed locked to Europe only and trying to add it anywhere else would result in the usual Steam error. So, you either make a ROW giveaway and pray that a European will win it (which is a slim chance), otherwise you either have to take a not received (and lose a giveaway slot) or have to buy an actual ROW key.

If he makes it now, I'd give you a 50 to 85 per cent chance that a CIS person will win it. Based on the 1000+ keys I have given away, I can safely say that the low levels are mostly completely taken over by them.

Ah. In this case, go ahead. Mad Max has a separate version for Germany, a separate CIS edition, and it is locked from purchase from Japan. Otherwise, a non-CIS and non-German-only key is fully ROW.
