I own New Vegas but no DLC if I buy The Ultimate Edition do I get a extra copy of New Vegas to gift or they Don't count the game you already own?

Here's the Steam FAQ about receiving extra copies of the game.

tl;dr Extra copies are not given in most cases. Only titles purchased in special promotions as outlined below are eligible for giftable extra copies.
