Why pay, when you can have a really nice game for free? Sunrider: Mask of Arcadius - I still didn't manage to beat it (you know, I don't really have time ;/) but it starts nicely and you actually play when it comes to fights. Oh and it have mechs. Who doesn't like mechs?

It was my firts VN, and now i have big expectations towards this genre (many choices influencing story/endings, nice art). But don't expect any nudity, its not "that" kind of VN.

Maybe they are other kind of visual novel , with cinematics and a bit of gameplay instead of static graphics. They are more focused in the story than in the gameplay (that is almost inexistent). But yes, you are right, they are still away from the classic japanese VN we know.

I believe there's a 1935 movie by Hitchcock called " the 39 steps" but I didn't see it.

I can agree from watching a friend that Grisaia is pretty good. I can also affirm that Sakura Beach was awful. The other two Sakura games are decent though.

Other than eden* and To The Moon (if you count it) which have already been mentioned, I can strongly recommend planetarian and Analogue: A Hate Story (and its sequel). Also, WORLD END ECONOMiCA, which is currently on its second part of a trilogy. I probably forgot some.

The reason why you can't find Katawa Shoujo on steam is because it's not on steam at all - It's only been available via a free direct download on the official Katawa Shoujo website.

For free ones I recommend Narcissu, Sunrider and Everlasting Summer.
Sadly, right now, Steam is not a very good place looking for VNs.

In general I would suggest just to go to vndb (Database of about 17500 VNs) and search via tags, rating, available languages etc. and go on from there.

You might try a non steam one while deciding what you are aiming for next. Katawa Shoujo

You might as well check out Desura, there are a lot of free novels, too.
Sadly most of the Visual Novels on Steam are decent at best. The main problem on Steam is the restriction of certain content, which reduces the possible choices to a minimum.
For example: Kana: Little Sister This would be a really good one, story wise. The only problem here is the content, which includes the option of incestuous choices - a no go. Even though the story is about an illness, the hard life and decision making regarding you and the people around you (life and death), I suppose this one will never end up in Steam.
The biggest restriction you will have is your law. This may sound a bit wired at first, but it is the way it is. Since a lot of the VN are playing in the teens and younger, you do have a problem regarding the illustration of naked bodies and any kind of content that might lead to or is about sexual activities. Even though it's just drawn content it is hard to differ, if it would fit the category child abuse or not. Sadly there is no point in arguing about the story or the context in those cases. Illustration of those, selling, even owning them simply is forbidden. And I am not just talking about Hentai stuff here.
So even if you might think about ordering VN from oversea or download/buy them "somewhere" you might get into trouble doing that, if you don't double check the content. Actually you could rather call it a legal gray area at the moment, but thx to Edathy everything is quite troublesome regarding that topic right now.
So if you intend to dig deeper into the VN genre, you might wanna keep this in mind.

I think so, At least I haven't seen any that would be very harmfull. Even the Eden* Mosaic content isn't that,,, 18+
Pretty much LO/Loli stuff would be hard to deal with. Teens seems...ok.
The entire Anime / Manga tpoic is pretty much in the grey area and to be carefull dealed with. Just came across an older article that was talking about Manga and Anime and the, well, not so pleasant results. Clicky
Not that I know a case in Germany, but just seeing it already have happened makes me cautious.
Didn't want to ruin the fun, it's simply a lil something to keep in mind. That's all there is.
P.S.: Don't get the wrong idea, I am not into that Hardcore and LO stuff either, but since I am working in a social area with kids, I can't afford anything bad of that kind to ruin my work. I do like Anime/Manga a lot and also need some infos for my job, as well.

Seeing as most of the ones I wanted to suggest have already been mentioned, I will go ahead and recommend Without Within. Not the best by any stretch of the imagination, but it's a funny (and very short - about half an hour for all routes) visual novel. It's also free so hey, why not :p
