Steps on how to get the 30% voucher:

2. Get to the Entries page: http://makearmanotwar.com/entries and vote for a mod. You can use your Steam account to login too.
3. You will receive your voucher on your email.
4. Get to https://store.bistudio.com log into your account, add Arma 3 and apply the voucher.
