Question about the Whitelist

I'm wondering if Contributor level is a factor in Whitelist GA's?

That is, If I set up a Whitelist only GA, and I set it to level 5, will people below level 5 that are on my whitelist still be able to join?

I only ask this because I want to do a Group + whitelist GA, but some of the people in the Steam Group are just leechers that'll flood an otherwise private GA with Bot entries.

Level restriction and whitelist giveaways seem to be mutually exclusive.
That is, one cannot exist while the other lives.
