Its a "No cost" license. A few steam game gives drops for DLC added per 9$.
This DLC cost 11,69$ wich gives you 1 card.

Dont think that works for DLC because its not the DLC that drop cards but the base game itself. If the DLC was a free on demand license it wouldnt drop any cards, but this is the same as you would have paid for it.
