A problem occurred with region restricted GA

So yesterday, I made a region-restricted GA ( Ru + CIS ) like I always do,
and then when the giveaway ended I added the winner, someone from Belarus, which is considered as CIS, however when I tried to buy them the game, this thing popped up:

Steam didn't let me to buy the game for them because the game had different prices in regions, so I'm kinda confused atm,
is this a problem with SG? or is it smth wrong with steam store? or maybe I did things wrong??
I also asked my friend Vamp kitty about what to do in this case, and she gave me a good advice...

More info here

tl;dr if your region is ~10% cheaper than the one you're trying to send to, steam won't allow it.

so shouldn't the regions for Belarus and Russia be separated then?

Well, if it's the Inexistence giveaway you're having problems with, you should be able to find it rather cheap by trading, as it was bundled less than 2 months ago in the 1$ tier on IndieGala.

Yup, yesterday i won 2 GAs from 2 people from Brazil, im from Argentina so can't redeem any of both for the same reasson, we just agreed to make a reroll. But separate the regions can be a pain in ass bc is determined for the price difference. If you make a GA with a gift and not a key, is better to clarify it in the GA description.
