Regarding your rule #5, you might want to specify if you mean a forum-wide positive because it's mathematically impossible for everyone in the group to maintain a group-wide positive at the same time.

Not sure I quite follow...if someone wins more than they give, they will need to make another giveaway to bring up their gift difference and stop entering giveaways until they are in the positive. Most groups have a similar rule, or specify a sent:won ratio.

What I mean is that if you specifiy a group-wide sent:won ratio, it has to be below 1.
If you demand a group-wide sent:won ratio at 1 or above, it means that every time a giveaway in the group has ended, someone goes negative and has to make at least 1 new giveaway, starting a never-ending chain reaction. It's not impossible to manage but it forces a lot of people to constantly give to each other to avoid being negative, then making others negative in the process and so on. So it might create a lot of extra effort for everyone.
