Oh, and I believe there are PC apps for Steam Guards, so you don't have to spend money if you're only gonna use that.

Define "cheap". Xiaomi has phones as low as around 150 USD, and they make damn good Android phones.
But if you just want the Steam guard, get the PC alternatives: WinAuth or Steam Desktop Authenticator. Both are portable.

actually, i haven't yet decided if i need it only for steam app or not. so in case i'll walk upon any device that can be in principle utilized in some trips as GPS-navigator and be used as portable Internet connection device (opposed to laptop), i might choose that one)

If you want a GPS navigator on hikes/trips, then you cannot get it in the form of a cheaper phone. Cheap phones often save money on battery, so their battery life is rarely reaching 24 hours with one charge. (WinPhones last long, but no Steam app there. Android is a battery leech sadly.) if you want it to use for such events, which are generally battery-killing, then you cannot really think under 300-350 USD. (Or get that Xiaomi linked above and a portable power pack of at least 8000 mAh.)

For smartphone which is "cheap" reliable quality and with very good performance and battery of 6000 mAh i can recommend you ulefone Power. It's a little more than "cheap" 180$ but very high specs and strong battery. If you would go with cheaper there's no many phones with that strong battery but you can find some for about 130$. You can also charge it with your car as you asked and you can also get a power bank, you can find some with 20000 mAh for about 20$

Almost all of them can be plugged into a car's charger, yes. And if it doesn't have a car charger packaged, a simple micro-USB one you can get for a few bucks does the trick.

I would recommend the Samsung Galaxy Centura, right now it's only $13- it's a bit slow, but it will get the job done. If you are going to get an android phone only and solely for confirming items on the Steam app, then you don't need anything over $50.

From my experience and from what i found out there are many chinese phones out there that are cheap and good build quality and reliable. Don't get fooled by well known brandings, i found out that some models for samsung, lg, meizu, xiaomi, lenovo are built in same factory as chinese phones like ulefone, elephone, bluboo, doogee, and others. I recently bought one Ecoo E04 it's only 129$ with very high specs 3gb ram 16gb rom, 13mp cam, 8core 1.7ghz etc... and it's amazingly good quality and build for that price, even it's better than my brother lenovo phone. I would recommend you to check the website (http://kimovil.com)[http://kimovil.com) and compare the specs, prices, etc of the phones, they have very good list of phones, detailed stats and ratings.

Im sure Samsung S3's can be had very cheep if not free in most country's,heck if you live in the usa make a post on Craigslist asking for someones old smart phone for free or offer them $5-$10 as bestbuy would only offer them $0 for them:)

Cheapest is a Windows emulator instead of actually getting a smartphone.

That being said it depends on your country, if you really want a smartphone. Prices differ a lot regionally.

I using Jiayu G4S from 20 months and I like it. I never had any lag, at the moment battery lasts 2-3 days.or with intensive use - all day. Games run seamlessly (PES Club Manager, X-COM etc.) Sometimes appears trouble with navigation but I don't need. Google maps usually works. Moreover it's a dual sim.
