Done a little research and this is something new Valve made. I have no idea what it actually means, since it looks like all items have this tag.

If you don't have "Not Tradable" tag you should be safe.

Maybe Valve is going to make Real Money Auction House?

If you have a gift that is not tradable there should also be included that you need 30 days without a VAC-Ban on your account to make it tradable(again). It's a standard rule on Steam's Subscriber(and User) Agreement to prevent scams. Also, you can still gift it to someone so there is no problem with that.

I think I understand what you mean now, Steam is planning to implement a way to return something you have bought from them in the future. The future might be coming real soon I guess...

It was not "Not Tradable". It was "Not Marketable", something completely new and different. Might be Steam-version of Diablo's Real Money Auction House, where we'll be able to sell TF2 items safely for steam wallet money.
