Yes, if both parties agree that it is alright to leave the gift in pending status, support will not interfere. It is important that the winner leaves the giveaway in "awaiting feedback" status to prevent giveaway feedback misuse and suspension.
From when I asked if it's okay to leave giveaways unclaimed indefinitely. Later discussion with staff on similar topics also added the clarification that, when dealing with any special circumstances within a giveaway, it's best for both parties to leave note of each step of that process within the giveaway's comments (as that's the first place staff is prone to look before taking any action on a giveaway).
From personal experience: I've had several of my giveaways held for weeks, even months, past the seven-day duration, and never had any issues; to the contrary, when the winners were able to obtain the giveaways, the delay was made up for by their indicated enthusiasm at still being able to claim the game.
That said, unless Steam Community is also blocked, your winner should still be able to activate a key through https://store.steampowered.com/account/registerkey?key=XXXXX-XXXXX-XXXXX after logging into Steam Community.

It's not Elder Scrolls but "just" a HOG from the community train, but perhaps he's the biggest HOG fan on this planet 😄
I don't see me failing to get to level 6 this month just because of this missing 1,5 CV, so I'm not going to reroll it.

Oh, I would be so happy if I were in their situation (with your attitude) and it was HOG hehe. There are a lot of people who really enjoy this type of games and I'm not surprised :D

I really like them because they remind me of my father who has always loved playing such games. Many are unfortunately only in English, which makes them rather difficult, if one does not know some terms.

I'm not an English native speaker either and it's a very nice way to learn some new words! There is only a problem with bad English localisation when it turns out some words I do know, are translated wrong into English. But it's a rare case.

I don't really know, I think I just didn.'t like that most of your GAs are just accessable by a very small amout of people. This looked to me like one of those guys who send games to each other in small groups to push their level.
But as you seem to be a nice person and because I like dogs (😄) I removed the BL entry.

I've had that situation before and just waited for my winner.
They were sent unexpectedly on a buisness trip and couldn't activate the game on time. My winner let me know and kept me posted on the expectect return time... and everything worked out beautifully.

He won a giveway, wasn't able to activate it and he contacted you telling you to reroll because of it. He was very straightforward about the situation and left it up to you to decide what you want to do. His nice response deserves a little delayed CV :)
