If you finish a level 5 badge, will you still remain eligible to get a booster pack for that game?

But for real, Ive got one pack when I was around lvl 10. Is there any more requirements or its pure luck?

If on badge page thing, it says you are eligible for a booster pack, then you will always be eligible. It is pure luck and random whenever they drop. But supposedly, the higher the steam profile level (in every 10's), the more chance of getting a drop.
