Yup, that's about the only thing you can do in this situation. You either buy an unrestricted copy or take the hit in form of a "Not received" mark on your profile.
You could try talking with the winner and ask him/her if it's ok for you to delete the giveaway.

Maybe try to contact support. You're fairly new and it was an honest mistake so perhaps they'll delete it and allow you to redo it as a region restricted giveaway.

...and you should edit your post and delete the link to the winner's profile + his name before people come in and complain about you namedropping and therefore calling out - just in case ;>. Good luck, maybe you can convince him to let you delete the GA :).

well that's a pickle. having a single "not received" mark on your profile is not a massive deal, however it being your very first GA it doesn't look all that great. the option to buy a unrestricted copy is up to you entirely. another option you could at least try is see if the winner would not mind allowing the removal of the giveaway so you don't get the "not received" mark. then you can followup after it's deleted if permission is granted, by recreating the GA with the proper region restriction.

Just a word of advice: it's not in the giveaway description that you should put the region restriction. There is a specific checkbox for that.

well, the winner won a giveaway from almost a 9k participant pool , i can see why he doesn't give you an option C but since you are new, i suggest you contact support, address the whole situation and wait for a solution

2 days ago i created this giveaway https://www.steamgifts.com/giveaway/mXEYW/stardew-valley. This game whith region restriction. But i forgot to specified that in the giveaway description (RU + CIS). Now i have winner. But he said "The copy you sent is region restricted... So I can't redeem it where I live...".
Now i dont know what to do. That what Ciclopius answer:
