Return the gift to the gifter and tell them you can't activate it. If they provide you a row copy, add it to your library and mark as received. If, within 7 days, they don't, mark it as not received. Read this and this.

Contact the giveaway creator and ask him to replace the gift with the one without restrictions. If he refuses - wait for a week and mark giveaway as "not received". Don't give away this gift here, it's against the rules.

First of all, regifting is against the rules, so don't do that.
Second, contact the giveaway creator and ask him for a region-free copy. If he can't/won't provide one, mark as not received after 7 days and move on I'm afraid.

Hi,
So I recently won a giveaway, but when I try to add the game into my library, it says that "This is a restricted gift which can only be redeemed in these countries: Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, Kazakhstan, Moldova, Republic of, Tajikistan, Turkmenistan, Uzbekistan, Ukraine, Russian Federation".
So, what are my options? Can I make a giveaway of this game or will that be breaking the rules?
