Does it make you feel somewhat better than someone that you have $100+ to waste on giveaways, while normal people who are trying to take part, are treated so poorly? It isn't a scam.

It's coming across more of a "who is the rich kid in school"site. You start giving people that bitter taste in their mouths as a reward for giving things, and your website will end up as that joke of a place that people laugh at for consistently attacking their fanbase. Not just attacking their fanbase, but doing so on the whims of overpayed nerds who don't think you should be allowed up on their plateau.
