Help with region restrictions

I had a look on SteamDB at the Russian version of Skyrim Legendary Edition. I know that it has region restrictions. On Steam it says that "Purchases made in Russia and CIS countries will only be playable in Russia and CIS countries." But on SteamDB it says that these countries can activate the Russian version version: AM,AZ,BY,GE,KZ,KG,MD,RU,TJ,TM,UZ,UA,LV,LT,EE. So, since I'm from Lithuania (LT), can I activate the Russian version of Skyrim?

Steam CIS =/= Real world CIS ;)

I think you'll probably be able to play it, but hopefully someone who had the same issue as you will shed more light on this case.
