any way to play RU/CIS game?

i have ru/cis game and i m not living in that region.but if i make new a/c with ru region then can i be able to activate and play that game?

You can, but you must use VPN, that is against Steam's T&C.

Basically you risk both your accounts to be banned.

Steam detects your IP address, you can't play a region locked game if you're not in that region upon login.

i can take risk on a new or temp a/c for just a game.but will valve can detect through VPN?

Of course they will, unless you use a private VPN that nobody else is using, which is unlikely.
