The joined date actually shows the first login date, if the user had no 100$ account at that time it is possible he just came again to try now

it's pretty counterintuitive, but you actually level up from making giveaways, assuming they aren't worthless freebies you found. read the faq for more details.

Hello, your level is bound to how many giveaway you created. Free games won't be counted though.

The number of giveaways is not important, but the giveaways value (base price on Steam and the game being marked as full, reduced or no value on Steamgifts).
You can be level 10 with 100 giveaways ($50 each; full value) or level 1 ($1 each; reduce value -> 0,15$ each).
