That's why I think it would be useful to display a flag next to everyone's username on here to indicate their country of residence (as per their account setting here). I've been trying to avoid giveaways from this bundle from users in RU/CIS countries and Brazil but having to manually go to their Steam profile to check is a pain in the arse. Plus some people either don't have that information displayed, have a private profile, or just flat out lie about it for whatever reason.

The 30 days guideline isn't enforced as it just helps people get away with not activating things. At most mods tell you that the suspension was served and you deliver it.

I could activate the RE6 ROW key (bought via VPN with a Swiss IP) in Germany without problems.
Whatever this page says, I don't even think there a German low violence version of this game (anymore).
Steam store doesn't mention one - though Steam store information isn't always accurate.

Hmm the Steam store doesn't mention any LV/cut version ... according to steamdb.info there is a special LV package for DE, but it's old. The ROW key works fine, so maybe you got lucky and they didn't even bother to give you anything but the ROW key? Can you check your licenses on Steam, what does it say? For me it's "Resident Evil 6 Retail WW" - I bought the bundle with a Swiss IP.

Hmm, I've heard that with some games both the LV and the ROW version could be activated. In that case the key would be gone.

Indeed, the 'just trying to activate' test, using sane software that uses SteamKit2 or similar, can be done by anyone.
I do however assume that Myrsan doesn't have the necessary equipment to check without the risk of activation.
