What level are you aiming for ?
If you want to simply increase CV , look for expensive games stuff with high actuall value ...
That ware in a bundle .
Like if you can find 20-30$ worth game for 1euro , you can get pretty much level 3 and a half with 20 euros .

keep in mind that giving 20$ worth of bundle games will only increase your level by 3$ value (15%). better idea is to buy things from 80-90% sales that were not in bundles and are not in bundle list.
Lets say that with 20$ you can buy 400$ worth of bundle games - it will only give you 60$ level value. At the same time you can buy 100$ worth of games on 80% sale and it will give you 100$ level value ;)

To get Lvl1, you just have to do ONE giveaway ;)

Buy non-bundled games like Skyrim Legendary edition and Grand Theft Auto IV to increase your CV. Bundled games like Dragon Age Origins only add 15% or so of their total value to your real CV. You can check what games have been bundled here:

Hey dude, Wait for the Weekly Sale (starts every friday) and buy something then. You will find some nice prices there + make sure you get games that haven't been bundled yet (to check that go to http://www.steamgifts.com/bundle-games) otherwise you will only get 15% of the game price towards your contributor level.

Just grab, what you think people like...and maybe is has not been bundled...until now, but things change frequently...so if you do some GA to hit just LVL 2 it's quite possible that this will not last long. Or just give in the name of love....to make the world a better place...ribbit.
