No, it prevents the blacklisted person from entering your giveaways (You also can't enter their giveaways), so if they can't enter your giveaway how can they even get a gift/key from you?

i probably worded it wrong: the people who blacklist do they do that for you not to be able to enter their giveaways for a reason (the reasons i was trying to make out making this thread) or merely to show disdain, but truly this was merely a rhetoric question as i know the answer and just bit of upset and in which case the blacklisters job well done

It can be one or the other, you can earn blacklists on SG just from being too active in the forums so I wouldn't worry about it too much.
