In an nutshull, you must have an SteamGifts account (doh) and we are trying to keep our ranks at 10-20 so when giveaway or suprise events happen usually people have at least 10% chance to win. So we do not have Draconian laws in general. It is recommended that you publish an game or two in NGCx Giveaway events and every now and then. You will not get punished for not creating giveaway now and then but it looks bad if there are too few when we are getting promising applicants and are looking for who to purge.
