Send gift from Canada region to US region is refused......

As far as I know, the steam gift from canadian store is not region locked. But today when I try to send a gift to a friend in US, it says there is price difference and I cannot send my gift to that area (US). Is this normal ?

Does this mean even there is no region lock in my store, but when I buy the gift, there is certain region-lock rule applied ? (because of the new steam gift regulation)

To be more constructive: buy keys at resellers for gifting. Less restrictions, easier gifting and less money for Valve.
