Okay, so gw that I created ended, and I sent hb link to the winner. 24h passed, he does not mark game as recieved, but hb link is redeemed. He was also visiting steamgifts.com 4 hours ago. Do I really need to wait whole week before reporting him or what?

The giveaway winner obviously obtained the game as OP stated, since the 'hb link' was redeemed. The giveaway winner is clearly not marking it as received despite it is, in fact, received. He's failing to complete the process because the process includes him marking as received. Honestly, I can keep on typing but it would just be different ways of saying ' He clearly obtained the game be's not marking as received.'

Yes, HOWEVER, the point being made is, according to the letter of the rules set forth by the site's founders and so on, he has 7 days to mark it. SO, even if we watched him on a live stream redeem the link/games and even PLAY THEM, he has yet to break any rules for not marking them as received currently.

The rule is that he has to mark the game as received. The rules don't say anything about loop-holes or specifics, but logically he is breaking the rules because he hasn't marked the game as received despite having obviously received the game. Until the 7 days are up, he can't be punished for it, technically(as per the rules), but he is still breaking the rules by not marking the game as received even though he is clearly able to do so.

No, he has seven days to mark it as received, as the other fellow gifters pointed out. Until the end of the seventh day, he has not broken a single rule.

I can activate a game and wait precisely 6 days, 23 hours, 59 minutes, and 59 seconds before I mark as received without breaking any rules. Of course, it is not ethical, but I do not break any rules.

On the other hand, as mentioned ealier, OP has broken a rule which makes his accusations all the more ironic.

I don't think it shows up if you haven't installed it or something. I've had that a few times, when a game I've got hasn't shown up on my list. Steam can be kinda weird with that.

That said, if OP entered it I think they should have gotten around to playing it 3 months later.

3 months isnt that much time mate. Shit, I have games I bought and was super hyped to play that have been gathering dust. SR4, Sleeping Dogs, Dishonored, are all on my digital shelf gathering dust since the winter sale. Longer for Sr4 maybe.

The point Im making is that shit happens and things are forgotten. Work, school, tv shows to binge on and for some of us rare few, social gatherings.
