Maybe an unpopular choice, but Bioware for me, hands down.
Best re-playability, story, love the lesser evil grey-scale theme's in their worlds. And yes, I'm a sucker for RPG hybrids.

Activision is NOT the developer but the publisher. MW3 was (mostly) developed by Infinity Ward.

(and citing MW3 as the one masterpiece of game development of all times is just terribly, terribly sad)

Destruction Derby was very, very good but was developed by Reflections. Psygnosis was only the publisher.

Also other games on your list were only published but not developed by Psygnosis.

Yes but they make their own games (Europa Universalis series, Hearts of Iron series, Victoria series, Sengoku, Crusader Knights series). Well, recently they named their in-house team as Paradox Development Studio.
