regional restricted key giveaway

hey, reading through the rules of the site i read that we are not supposed to make a GA for keys that have a regional restriction, but as I've noticed many a giveaway with such a prize i was wondering if it were still possible to make one with a disclaimer on the description and a check to see if the winning users can actually activate it

Make private giveaway and publish link to those, who will able to activate this game. On forum/community hub/group whatever (just don't spam it everywhere)
