Can I exclude certain games that I own but are deleted form steam and are not included in my profile

There are games deleted from steam, games like 'Steam is learning about this game' and so on. I want to manually add such games in a 'black list' in case I already own them and stop seeing giveways for them. Is this possible?

As far as I'm aware they're already hidden since they're on your account.
If I'm wrong, someone correct me please.

Nop, removed games aren't hidden from your account, just like DLCs
You need to hide them yourself or use a 3rd party aplication

Maybe I'm reading the OP wrong, but isn't the question that they want owned games that are also removed to be hidden so they can't enter in the giveaway?

Yup, but OP is talking about the kind of game that got delisted, and exhibits the same behavior as a DLC.
They're not already hidden just because they're on your account, you need to hide them yourself. SG doesn't detects them, in opposition to the listed games.

No - steamgifts collects information for your games through your online profile - (e.g. https://steamcommunity.com/id/npocmaka/)

But certain games are deleted and not showing in your profile -
