EDIT: Some people passed the "dafuq" part so it's not that hard. :)

HINT 1: Brutus killed HIM from BEHIND.
HINT 2: To decode you will need (alphabetical order, not the one you have to use): Base 64, Binary, Hex + 2 codes from hint 1.
