Make it like a clicker game, you can reset your progress, but with some kind of bonus that makes you level up even faster the next time. Then people would be even more addicted ;) Of course this is a joke, don't think that would be the best of ideas :D

I think it should work like Infamy in Payday 2. You reset back to level 0 but get a roman numeral next to your name, special sound effects and background music, a CV requirement reduction, increased drop rate for GTA V gifts, etc...

I vote no becasue regional prices allows most of the world to reach level 10 with little investment compared to the minority of the world.
