to make exp you need to craft steam badges and to do that you need trading cards, you can buy trading cards in the market or from games that have them but I believe most f2p games on steam do not have trading cards.
I'm not sure but I think Defiance has trading cards

Actually the games turned to F2P still gives exp if you redeem a key/gift for that game. Saira,Defiance,Aerena etc. But the chances you find them is not that big
