yeah, but i have a feeling the ultimate upgrade won't be going on sale at the 75%+ discount(s) we are used to on the dlcs.
that upgrade will probably be fairly expensive and at best go on ~50% discount would be my guess.

Well, if you add up the base cost of all current DLC + the base game, it comes to $202.60 by my calculations. They are pricing the Ultimate Edition including the base game at $45, which is already a 78% discount. If the make they Ultimate Edition upgrade pack cost $30, which seems likely, for those that own no DLC at all that's an 85% discount on the DLC.
I think the real difference is, if we only care about the heists, and we are only missing a couple of them, we're likely going to be paying quite a bit more to get them in the Ultimate upgrade, because we'll be paying for all of the cosmetics as well.
I'd say if you own the base game and aren't interested in the cosmetic packs, you'd be better off buying any heists you're missing now at 85% off. Of course, if they later add a bunch more heists or other compelling content which cause you to want the Ultimate upgrade after all, then it's money thrown away.

The last statement of yours is wrong, and this goes to d3m4n as well. You will not have to own all the DLCs (Ultimate Edition) in order to get the new heists and everything else. Starting from June 8th, every single "DLC" will be free (excluding the h3h3 character pack, which will cost $5, but all of that money will go to Ethan and Hila)

If that is actually true, and nothing in the future requires Ultimate, then if you only wanted the heists and didn't care about the cosmetics, you could buy all of them today for $9.95, compared to what will likely be $15 for the Ultimate upgrade at an eventual 50% sale. Personally, I own a couple of the heist DLCs, but I'm still going to wait on the Ultimate upgrade to come out and go on a deeper sale.

no, i didn't even discover it until after i had already bought the final dlc i didn't own once i realized they were on 85% discount. i honestly haven't even played it in about 6weeks or followed any news, i just happen to stumble across the info and noticed nobody mentioned it here on SG so thought it was worth announcing to allow those that want only certain dlcs to do so now. ^^

it really depends on the upgrades price & it's discount range. neither one of those are really known yet.

i enjoy 10-20 hrs, in other time i see disconnects, kicks, cheaters, crushes, crushes, crushes
when u play mission during 1 hr or more and get disconnect at last minute, or game crush and other 3 friends get kicked - its the best spending of time

I bought Payday 2 GOTY version from HB when It was cheap. It gave an extra key for the base game and "The Bomb Heists" that I never needed to activate since both are included in the key for GOTY. I wonder if I can give those away now.

The real question is it worth buying the rest of the DLCs for cheap that are NOT part of the GOTY. Looks like it would cost $8.40 Can total at the sale price. lol. i'm a little conflicted there too, it's wording could be misconstrued though. ultimate will get all future content period they said, but they capitalized free twice to make it distinct enough that i think they may still release paid dlc's again, but ultimate owners will automatically get those as well.
i think those are still good to gift or trade just fine, but as for the CV part i'm not really sure. once they vanish from the steam store it will automatically drop the cv to 0, but if support/mod/admin (idk which priv needed) manually adjust it's last store price value, then it would get CV again. it's pretty hit or miss if they will actually adjust them though, i've got several that never were adjusted and a few that were.
the rest from already owning the goty edition, especially if you were one of the lucky ones that got the 2015 edition, you would probably have the greater discount be buying them currently at the 85% off discount. that is unless they highly discount the ultimate upgrade pack, but i don't think they will have extreme discounts on that package once available. K1R4D3L pretty much said it best.
i wouldn't really say any past the goty are truly needed though except maybe the ak/car mod pack. i personally enjoy something out of each of them really though, but the ak/car mod pack is the only one that has a need if you play with either ak or car rifles.

I think Overkill lost a lot of community goodwill for introducing microtransactions at one point after promising they would never ever do such a thing and telling fans to be ashamed of themselves for even thinking it. And yet they gleefully rolled out their (somewhat pay to win?) TF2 styled marketable safes and drill items, the latter of which had to be bought for a pretty penny. That and the disappointing content of the limited Completely Overkill DLC or whatever that was led to a lot of gnashing of teeth and broken trust among the previously devoted. At least that's what I gathered by just somewhat casually following the events around that time. I didn't really care that much myself as I had stopped playing the game by then.

i love the game too, but i can understand the overkill hate and some of the complaints. overkill has done a lot of things wrong with only a few things done right really, but that doesn't change the fact that it's a great game. ^^
this imo is one of those things they did right though, now i can finally stop worrying about payday2 dlcs because i too own all and should get the ultimate immediately for free.
my top 2 things were the ratio of paid to free content, they'd only make 1/4 of it free as opposed to 3/4 of it paid. i don't really have a problem with paid dlc content, but i think there could be a better balance in ratio. and its update frequency doesn't bother me, its great that it's constantly being updated, but it annoys me they release a new intro video that is 50% of almost each and every single updates size.

I can understand being upset with some things (microtransactions, the Ethan/Hila char pack, goat sim).
Not so much DLC considering some companies use yearly releases with 30 euro season passes with barely any content, making them MUCH more expensive than PD2 (and having to reboot constantly from the start, not having access to old maps either). As for free content and patches, well, that I cannot explain either.
