This is why you avoid making DLC giveaways. In this game's case, it is much easier to create one giveaway for the Collection and send all four keys to one person.

Its not something SG can help with. The bug is in steam API itself when it comes to reporting which games players do own. Just combine dlc giveaways with the maingame and give it away as a collection like talgaby said.

I recently gave those DLCs away, and while I generally do not favor giving away DLC, I wanted to see what would happen. I made sure and posted a note indicating the need for the base game. I only had a few rerolls, so it wasn't as bad as I thought it would be. But yeah, in general, just avoid giving away DLC separately because too many people are using bots and/or not reading the descriptions.
