if you can bypass the Norton security system, i can reassure you, it's a french url shortener that does nothing illegal. The one reason i could see it being seen as not safe is because the association behind it fights for an internet of things freed from the GAFAM and provides its users whith free and open-source alternatives to those companies. But again, this is far from being dangerous ^^
