There's for example "Depressurizer" (cannot provide a link because I'm on mobile) anyway this program just analyzes your game folder and helps you categorize the games, and fairly, that's all I need
Although.. I understand that my library is tiny in comparison to yours and therefore you may need an organization based on game features etcetera but I think if I'd had hundreds of games on steam and I decided one day to play a simulation game I would just search on steam for a simulation game and check if there's one I already own and in this way I also give myself the possibility to find a title I don't already own.
Edit. Lots of enhancers give you the possibility to order wishlist, which is the last feature you said, although game organizers are rare but exist.

I played with James Franco's actually, but I can't see any advantage in my case due to the lack of games, so it may become useful with a huge amount. Although I think that if I had the chance to have all those games I would keep track of the good ones I own and of the rubbish in my steam library...
Therefore, in conclusion, I may say that this tool may be helpful but as far as I'm concerned it remains a "niche" product.

I mentioned it in the past, but I think it's worth dedicating a separate thread for this fantastic tool. You can find it here:

It basically allows you to filter and sort your Steam library in a very powerful way, showing only games that match a certain set of tag (e.g. Atmoshpheric + Post-apocalyptic + Story Rich), or that support a certain feature (e.g. Full Controller Support + Local Co-op), and then sort them by either Name, Playtime, Metascore or Steam User reviews. It's also now possible to bookmark the page already populated with your Steam user to make it easier to access the results. An amazing tool that everyone with decently sized Steam library should know about.
