I'll probably visit your Steam profile and see if you have a country listed, and make sure it matches before adding you to the white list. Please don't apply if you aren't in these countries, it will just cause problems for everyone.
You can set your profile to anywhere you like. Regional giveaways created in this manner aren't supported and won't be valid for a re-roll.
EDIT: Having checked the regions the correct option would be to create a region-restricted giveaway for SE Asia.

True, but all of the SE Asia countries fall into the listed Region 7. SE Asia might not cover the full area but that's the only way it can be given away without actually breaking the rules and risking activation issues.
Its the same as having an EU key and creating a giveaway for Germany or creating a giveaway for a game and also including DLC when there isn't an appropriate package.
Using SE Asia guarantees the winner can activate.

India, Australia, American Samoa and Federated States of Micronesia among others do not fall under SE Asia. Plus, the game will not be redeemable so anyway if a person enters for this giveaway they will not have a valid win if the game is not registered in their steam key which will only bring trouble to themselves.

Activision has classed the game by South(India, Pakistan, Afghanistan) and South East Asia and thrown in a few other countries from Oceania, the technically North American subcontinent (Samoa, Micronesia). Fair enough that SE Asia guarantees a winner, but that's why OP has clearly mentioned the region requirement, and adding people only belonging to region 7 for their giveaway is technically not breaking the rules. It is up to users to see whether they're eligible or not because users not eligible wouldn't be able to redeem it. I feel there are more countries eligible that are outside SE Asia and it wouldn't be fair to restrict them but hey, it's OP's giveaway and they're at full liberty to decide how they want to proceed with the ga.

You can only create giveaways for the regions the site reports. The Germany/Japan examples you note are "game NOT available here" rather than the more typical restrictions of "game ONLY available here". They only effect a fraction of the userbase and in those cases its down to the entrants to know what's available in their region and not the gifter.
Using a whitelist is a work around but it isn't supported. Primarily because after the first re-roll you can't be sure the key is unused or that the next winner will actually meet the requirements.

Yeah, it's a bit of a gamble with people lying to me. I would probably be shattered and not want to create any more give aways for a while.
I'll raise a SteamGifts support ticket and see if this approach is breaking the rules and if it is I'll delete this giveaway as well.

So I originally put this up as an open give away, and then realised that Activision have region locked the release. So sorry to those who entered before I deleted it. GMG didn't have any regional information on the sale page, and usually they are very reliable in letting you know. I raised a support ticket for clarification but haven't heard anything, so I will just offer it up to my region.
