He doesn't have the game on Steam and that seems to be the point of the site. Send him a Steam key/gift and he'll probably change attitude.

Hey,
I made this Darksiders giveaway ( http://www.steamgifts.com/giveaway/kBvO8/darksiders ) and the user http://www.steamgifts.com/user/ZerR was the winner, I tried to reach him and he never got online, so I sent the game to his registered email account.
This was about 1 week ago. He then marked the game as Received.
This morning I tried to enter a contributor only giveaway and I found out I couldn't join it because that user changed his gift as not received.
Is there a way to submit a report or something?.
