Champions Online has the absolute best character creation (factoring both costume and powers) IMO...but only if you're willing to pay for a subscription. If you're a free member then the actual character creation is still probably the best out there and the classes are on par with most other MMOs.

maybe, i was a subscriber for 9 months and now i'm using a free membership with some paid features.. theres a lot of content that is unlockable during the game or events... its like dc or other f2p game, if you spend some money the experience will be better...
