I don't see a problem with people putting whatever they have up, if it's region locked, they just need to specifically state it in the description. If you throw away your points on a giveaway that you didn't read the description for, it's your own damned fault for not doing what is generally considering to be the bare minimum effort.

I always read a description when i enter giveaways, some others don't. Imagine a situtation: a winner of a "russian only" giveaway is some American who didn't read a description. What to do in that case? Just don't send him a key? It is a little silly. If a winner leave "Not Received" feedback, a creator of a gift will get a decreased percentage. And this is not his fault. It is because of some guy who didn't read a description. Just look at that: http://www.steamgifts.com/giveaway/1vb67/call-of-duty-4-modern-warfare They ASK him about restrictions. It is clearly written that resctrictions exist. So what?

The problem with relying on the description is that it can be edited, as was the case in the games that are bringing up this discussion. Given we have a lot of non-native English speakers, or people that are lazy about their descriptions, a menu system that allows you to select what region the item was bought in would probably be a better idea.

An alternative is to make it so you can not edit the description after creation, but only create a second description that is displayed above the first. Would also save trouble from people posting a bunch of 'only X people can join' rules right at the end of a giveaway just to be a mule.

I think it should be done where the submitter has to inform those who enter what region the game is for. Maybe have the country's name next to the game title that way all can see?

Good idea, but I think it should be for the region's name, not the country name. For example, Canada and the United States are both covered by the umbrella "North America" region. Likewise, Asia covers Asia not just Japan, etc.
Most regions which are single-country are for exceptional cases.

To be fair you could of easily just clicked on his name then at his profile gone to his steam profile to find out where he's from, it looks like if there was problems both parties are at fault, the entrant for not taking 5 seconds to read and the giver for not making stuff clear.

Come on guys, im just giving what iv got, BUT it was 1st time, something like a test of possible activation of those games. Total War passed. Every DLC passed. Mafia II was exchanged for Empire Total War (passed) and in future i will not make giveaway of this game.
Well, im going to giveaway only games with FULL region support or same DLC.

It is against steams policy to pass regional games after all and it's just annoying limiting on who can enter. This is not Russia gifts after all.
