It is annoying, but Gearbox already announced that it wouldn't include everything.
GOTY doesn't technically promise everything, anyway. "Complete" is a name that promises everything. I'm fairly certain that it isn't the first such game to not include everything, as well.

Complete means jack squat to most game comopanies. Especially Square Enix. Sleeping Dogs Complete? Only includes the first 7 DLCs. Also Magicka Complete? Only includes the first couple of DLCs.

SE never/rarely makes complete versions of their games. The one you saw was exclusive to GMG or GOG I think. Plus, there's only like 3-4 DLCs for Sleeping Dogs that are actual missions.

DLC generally doesn't get a price reduction. It can go on temporary sale, but it is almost guaranteed that the base game (and GOTY version) will also be on sale.
The GOTY version will get permanent price reductions though. In a year, the GOTY version will probably cost the same as the Season Pass alone.

This $60 pack will get the same 75% off treatment come winter sale, and it'll be a better deal than buying it seperately at 75% off. 3 months ago the same pack was $26 (I bought it). Now buying it on the same sale %, it's $15. That's $11 cheaper. Yes, it's a better deal. You can compare sale vs sale, but the same game gets the same sale.

GOTY version are mostly treat as "new title", so i don't think you gonne see on winter -75%, i think on winter sale it will be maximum -50% so 30$ ;) But we both cant predict the future so it's your opinion against mine without any proof ;)
Still i'm disapoint about price of GOTY, but some good man give me a bordeland 2 few days ago so i don't worry about this anymore and i'm waiting for good price of sesson pass.

I remember that Elder Scrolls 4 made a GOTY, then made more DLC afterward, necessitating a sort of 'Super GOTY Edition' later. A similar thing happened to Fallout: New Vegas.
Borderlands 2 GOTY, however, excludes content that already exists. It is not a GOTY edition in the way that players think of GOTY editions. I will not buy this at full price, and I was going to. When I buy GOTY editions, I want everything currently available, as implied by the GOTY label.

sign of the times i know but i miss when buying a game got you the game, not a small part of the game thatll be completed with some extras thatll cost more than the base game which wasnt cheap in the first place, mmo's have server costs and continual development to justify subscriptions, games like borderlands do not

All of the DLC was developed after the release of the game. That means that the studio has costs as well, called paying the developers. The game was 100% complete on release, and then they went and made more stuff to add to it, which cost them time and money. Of course they are going to charge for stuff that costs extra time and money.

i disagree the game wasnt 100% complete on release or their wouldnt be any DLC, it is possible albeit rare nowadays for a game to not have any DLC, id even be ok with it being purely cosmetic dlc but making part of the story cost extra drives me nuts

Well then technically no game is 100% complete on release. I mean, developers want to add new stuff all the time. Hack, some of the story DLCs in BL2 were made from the devs horsing around a bit. I can basically guarantee that developers always wish there was more they could add, and DLC is a way to make this wish come true. While some abuse it to squeeze more money for the same thing (i.e. Content Keys, Cough Cough Activision and Capcom), others use it to add more that they wanted to add but couldn't, or had thought of after release.

The part of the game that was a full and complete story of "Borderlands 2" was indeed complete. The story had a start, middle, and an ending. If they did not develop any DLC at all, nobody would be complaining that the game was incomplete.
What this means is that any DLC is above and beyond the main game's story, and it is actually extra story. The story of "Tiny Tina's Assault on Dragon Keep" is not part of the base "Borderlands 2" story. It's extra story. It's like if an author wrote a sequel to his book, you wouldn't get mad at him for not finishing the whole story in one book.

Why can't people just admit that the game industry is gross nowadays, look at games like SR3 that had like 20 on disc DLC's that released over time with unlock codes? Lol...

The game was completed a couple months in advance of the release date. The only reason they had time to finish the Mechromancer DLC by release was because the publisher wanted to delay the release for marketing or other purposes. I fail to see what exactly is wrong with that.
As for other games, we weren't talking about other games. We were talking about Borderlands 2.

You know, Borderlands 2 doesn't have any removed DLC. Everything is additional content. There are 3 types of DLCs- Content Keys, Cosmetics, and Mini-Expansion packs (Or actually expansion packs).
Borderlands 2 does Cosmetics and Mini-Expansion Packs. They don't do Content Keys.

Bought BL2 dirt cheap from the GG pricing screwup. Got the season pass for $12.70 I think, and Mechro for $5. Screw the cosmetics, and I don't expect to want to play it through enough times to warrant also buying the Psycho. I'm happy that I didn't wait. :D
Also, BL2 GOTY doesn't show for me. In AU/NZ the base game is still US$50 instead of US$30 so I expect the GOTY will be US$75 or something absurd. ..|., to 2k for that crap.

all is included except for Season Pass which would be futile since the DLCs from the pass are in there.. and the newest Vault Hunter 2. The rest is 1$ skins which are in no way necessary and add no content to the game.
Basically you will have to spend 5$ (2.49$ or less when in sale) for the latest DLC to have everything except the extra skins.

What in the hell? Wait so stuff in a game isn't content, twist it however you want it is content, not gameplay content but it is content, thats like saying the clothes in Saints Row isn't content because it doesn't change the gameplay or add gameplay missions or elements.

About damn time. That game nickel and dimed gamers like no game since The Sims. Now I can wait for GOTY to come down to a reasonable sale price (maybe next year's summer sale, and my backlog is that big) and get it all at once.
And my wife paid $18 for the base game on Xbox... haha. So I can play it anytime I want, I just wanna play it in HD because I'm a pixel snob. (In before upscaling is just as good. Just... no.)
