Well i have friends in eastern europe and south east asia, that wont be making it to level 4 anytime soon, so my comment was simply to inform others of the level cap, and remind OP of mentioning it in the future to save everyone time.
Otherwise, you do make a very good point, and i do need to rise my level considerably!!!!
