Hmm very strange, as far as I know, and according to the description here only Rise of the Triad is missing for Gemrany, doesn't say anything about Tropico 4. In fact I could even buy that bundle from Germany and would get Tropico. Maybe it depends from where you buy that bundle, may I ask where you're from?
