You're allowed to make giveaways for old collections that have been updated I'm guessing this is perfectly fine as well since technically the app ids are the same. It's like getting the same game but with less costume/maps or whatever. ¯\_(ツ)_/¯
Even if a new giveaway ID was created for Super Street fighter 4, it would link to the same steam page/app id with the same price, so I'm guessing Support/CG thought there's no point in doing that, but I might be wrong 🤷
